为了最大程度地保障疫情防控，并且方便外籍人士在疫情期间仍能便捷地申办工作许可，常州市科技局开辟出“外国人来华工作许可”办理绿色通道，从申请到办理完成，全程都可在网上完成。

In order to guarantee the prevention and control of the epidemic and facilitate foreigners to apply for work permits during the epidemic, Changzhou Bureau of Science and Technology has offered an efficient online service for foreigners to apply for work permits in China. From application to completion, the whole process can be completed online.

具体办理流程如下：

The specific process is as follows:

1. 单位申请。申请单位在“外国人来华工作许可管理服务系统”中提交电子申请材料并保证材料清晰完整，同时在“其他附件”一栏上传《全流程网上办理材料真实性承诺书》。

I. Apply by hiring organizations. Hiring organizations shall submit electronic application materials in the “Foreigner’s Work Permit Management Service System” and ensure them clear and complete. At the meantime, “The Letter of Commitment of Authenticity of Materials for The Whole Process Online" shall be uploaded in the column of "Other Attachments".

2. 网上审批。依据网上提交的电子申请材料审核，符合条件、材料齐全的，在6个工作日之内通过审批。

II. Online examination and approval. According to the electronic application materials submitted online, those who meet the requirements and have complete materials shall be approved within 6 working days.

3. 证件发放。申请单位可申请邮政速递到付方式领取《行政许可决定书》，需要邮寄的，请在“其他附件”一栏上传《邮政速递取证申请书》。申请人前往经办窗口领取工作许可证的，则应按照疫情防控工作要求，做好防护工作。

III. Certificate issuance. Hiring organizations shall apply for Courier Delivery to get “The Administrative Permit Decision”. If you need mail service, please upload “The Application of Courier Delievery” in the column of "Other Attachments". Applicants who would approach the handling window to get the work permit should strictly obey the the requirements of epidemic prevention and control to maintain self-protection.

4. 注意事项。申请单位应严格按照《承诺书》中的承诺，确保材料真实有效。对提供虚假材料或疫情结束后不提交原件核验的，依法取消行政许可决定，申请人及申请单位承担相应法律责任，相关情况将录入外国人来华工作管理服务系统，并不再适用承诺审批。

IV. Notice. Hiring organizations shall strictly comply with the commitment in “The Letter of Commitment” to ensure the authenticity and effectiveness of the materials. For those who provide false materials or fail to submit the original documents for verification after the epidemic control period, the administrative permit decision shall be cancelled according to law. The applicant and the hiring organization shall bear corresponding legal responsibilities. Relevant information will be recorded into “Foreigner’s Work Permit Management Service System” , and the case will be handled as no application to any commitment-based approval.
