Facing the challenge of competition and sustainable development for steel industry, the structure of steel manufacturing process and its evolution were analyzed. Some of engineering effectiveness in steel manufacturing process were summarized, including 'bottleneck' effectiveness and its elimination, effectiveness of 'criticalness-optimization' and 'criticalness-compactness-continuation/quasi-continuation', effectiveness of 'analysis-integration' and recycling effectiveness of 'artery-vein'. The development tendency and concept of engineering design for new generation steel plant were indicated.
